Notts picked up 7 points during December, but other teams near the foot of the table picked up points as well, and Notts remain very much in the relegation scarp.
"I still feel positive when I look forward, but we can't really make too much progress until our off-the-field problems are sorted out," Dearden told the Evening Post.
"There is enough quality to take us clear of trouble but we should be setting our sights higher than that."
Notts will be hoping to get clear of the bottom 4 in their first home game of 2003 with a win against 16th placed Stockport County on Saturday.
